It's because the chemicals or compound(s) used in glue don't set until exposed to air, which is why around the lid, it can and will stick. There are, however, exceptions.
In the case of Loctite 515 flange sealant, you can put it on to the object(s) to be bonded, however it doesn't dry or harden until you've compressed the air out of it. This is why it's used for flanges. (No not the flange you're thinking of).
If you are putting accesories onto a motor, you can put the 515 to one surface, piss off, have a coffee and a smoke, clean the other surface, come back and put it on. The 515 won't harden until you've bolted it up and spatttted the air out of it.
